Manage the alert, not the fear

A declaration does not replace state capacity. The risk is turning the bulletin into spectacle.

The country does not need more adjectives for the weather. It needs a state that knows the difference between alert and panic.

If every resolution becomes a press conference, citizens stop listening. And when they stop, the alert has failed before the first rain.
